Vat ID for Windows Marketplace?

I’ve decided to write some apps for the new Windows Phone and to sell them on the Windows Marketplace; however, Microsoft tell me that I need a VAT ID (I’m in the UK) in order to register on the Marketplace. Does anyone know what a VAT ID is or how to register for one? I can’t seem to find any useful information on the HMRC website.

Fengirl2’s answer is incorrect. If you’re in business, you must register for VAT if your VAT-taxable turnover for the previous 12 months is more than £70,000, but that does NOT mean that you cannot register if your turnover is below £70,000, but you must meet HMRC’s definitions of being "in business" to qualify for "voluntary registration" as HMRC call it:
HMRC defines a business as a continuing activity involving getting paid for providing goods or services – in money or another form of payment such as in-kind or barter. To be in business, the activities must have a degree of frequency and scale and be continued over a period of time.

You register for VAT with HMRC, but you can only do so if your turnover is £70k in any 12 mth period.
